Fairways North Stage 3 – Land Use Bylaw Amendment Receives First Reading
Council passed first reading for Bylaw 2717/LUO/25 – Fairways North State 3, which recommends an amendment to the Land Use Bylaw. The amendment facilitates the continued development of the Fairways North neighbourhood, providing low and medium density residential areas, park and open space, trail connectivity, and an efficient road network.

Election Bylaw Receives First, Second, & Third Readings
Following the release of Bill 20 – Municipal Affairs Statutes Amendment Act, 2024, the Local Authorities Election Act (LAEA) was amended. The LAEA regulates election procedures across Alberta, including candidate nominations, voting processes and post-voting activities such as the counting of votes, as well as election finances and contribution disclosures for candidates and third-party advertisers. A few key changes to the LAEA expected to impact voter experience include:
- Prohibition of Automated Voting Equipment
- Establishing a Permanent Electors Register
- Expanded use of Special Ballots
The Election Bylaw was amended to align with the new requirements of the LAEA. At last night’s meeting, Council approved the Election Bylaw first, second, and third readings.

Citizen-at-Large Board Appointment
At last night’s meeting, Council appointed Hasini Jayasuriya to the Culture and Tourism Roundtable for a two-year term.

Fire Department Master Plan Update
In January 2020, a Fire Department Master Plan was completed and accepted as information by Council. The plan included 16 recommendations:
- 12 short term (0 to 24 months)
- 3 intermediate term (24 to 26 months)
- 1 long term (36 to 48)
Since the adoption of the plan, Administration has worked to complete 13 of the 16 recommendations and have identified three as ongoing, as a best practice. At last night’s meeting, Council accepted the Fire Department Master Plan Update as information.

Emergency Management Update
Administration provided Council with an update on emergency management activities conducted in 2024, as well as the planned activities for 2025. Emergency management and municipal responsibility is legislated by the Government of Alberta (GOA). Council accepted the Emergency Management Update for information.

2024 Fourth Quarter Report Accepted for Information
Quarterly reports are a comprehensive reporting tool that serves as a benchmark for the ongoing operation of the Town of Stony Plain. Throughout the year, reports are compiled to track progress toward strategic goals and highlight organizational achievements. Strategic & Corporate Plan Q4 2024 Report Accepted for Information
The Town’s 2024-2026 Corporate Plan and 2024-2027 Strategic Plan are guiding documents that provide directives and standards for the implementation of processes to help achieve the strategic outcomes outlined by the Town’s long-term visions and goals. Annually, Administration presents the Corporate Plan to Council for approval, which showcases resources and outlines measured progress in the achievement of the Strategic Plan. Quarterly updates are presented to Council to ensure progress on key initiatives from each of these guiding documents. Council accepted the Strategic & Corporate Plan Q4 2024 Report for information.
