Meridian Housing Foundation Spruce Grove Lodge Funding – Bylaw 2688/DEB/24 Receives Second and Third Readings
Meridian Housing Foundation has secured Provincial funding and has requested capital equity contribution in the amount of $1,297,700. This contribution will be repaid through seniors capital requisition. To facilitate this, the Town will take a debenture on behalf of the Foundation.
At the Regular Council Meeting on April 8, 2024, Council discussed the proposed updates and gave first reading to the Bylaw. Following the first reading, the Bylaw was publicly advertised to allow for public response, which yielded no responses. Last night, after completing the second and third readings, Council passed Bylaw 2688/DEB/24, formally proceeding with the borrowing and debenture of funds.

Bylaw 2692/TAX/24 – Property Tax Receives First, Second and Third Readings
In November 2023 Council passed the 2024-2026 Corporate Plan with a projected tax revenue increase of $1,732,699 or 8.66% over the previous revenue amount. Since the approval of the Corporate Plan, no spring adjustments have been identified. The bylaw is set to authorize the rates of taxation to be levied against property within the Town of Stony Plain for the 2024 taxation year.
At last night’s meeting, Council gave first, second and third readings, to unanimously adopt Bylaw 2672/TAX/24, a Bylaw to authorize the rates of taxation to be levied against property within the Town of Stony Plain for the 2024 taxation year.

Bylaw 2693/DEB/24 – Community Recreation Facility Debenture Receives First Reading
At last night’s meeting, Council gave the first reading of Bylaw 2693/DEB/24.
Council has authorized the construction of the Community Recreation Facility, and construction is set to begin in 2024. The Recreation Facility includes dry sports amenities and a six-sheet curling facility, with an estimated budget of $41,651,871. In order to complete the project, a debenture borrowing is required. Other revenue sources for this project include the Curling Club, offsite levies, and contribution from Parkland County. This project is part of the 2024-2026 Corporate Plan and the 2024-2027 Strategic Plan.

Council Approves Municipal Historic Resources Policy and Repeals Historic Designation Policy
Last night, Council approved the Municipal Historic Resources Policy C-CD-058. This policy replaces the outdated Municipal Historic Designation Policy 415/10/08/SP, aligning with Stony Plain’s commitment to preserving and honouring its rich historical heritage, as outlined in 2021 Arts, Culture, and Heritage Action Plan. The purpose of the policy is to encourage the designation and conservation of historic resources in the Town of Stony Plain and ensure that the heritage of the community is safeguarded for the future.

Council Appoints Two New Members to the Town of Stony Plain Library Board
At last night’s meeting, Council approved the appointment of two Citizen-at-large members for the Town of Stony Plain Library Board: Jane MacDiarmid for a term ending December 31, 2025, and Hina Noaman for a term ending December 31, 2026. Following vacancies in October 2023, the board advertised the positions online, conducted interviews, and received seven applications. These appointments align with the strategic goals outlined in the Stony Plain 2024-2027 Strategic Plan, emphasizing community engagement, collaborative leadership, and civic involvement.
