LEDUC -- Leduc City Council has given second and third readings to their updated Fire Services Bylaw.
The proposed bylaw would give the City new power to impose fines and penalties to those who disobey fire bans and restrictions. Under the new bylaw, those caught disregarding fire bans and restrictions could face a fine of $250 for first time offences, and $1000 for each additional offence.
In addition, the bylaw specifies the three levels of awareness and limitations related to outdoor fires: Fire Advisory, Fire Restriction and Fire Ban.
A Fire Advisory is a notice for awareness that the fire hazard has increased and includes no restrictions, though residents are asked to use caution when burning. A Fire Restriction prohibits open air burning, including industrial and agricultural based fires, and all open air fire permits are suspended. Finally, a Fire Ban prohibits all outside burning including campfires in campgrounds, as well as backyard fire pits and solid fuel burning such as charcoal briquettes and smokers. However, Natural gas and propane appliances are still permitted.
The updated Fire Services Bylaw also adds the requirement that fire pits are built on bare ground or non-combustible material, and not over underground utilities or under overhead wires.
Councillor Glen Finstad says he's glad that the bylaw specifies the enforcement capabilities of the City.
"I appreciate the clarity that this bylaw is going to provide, in terms of the times we can enforce the different levels of the fire restrictions, and also with respect to the correct backyard fire-pits that go with it," said Finstad. "I think that clarity is going to be very important going forward."
If given it's final reading, the new Fire Services Bylaw would also allow for outdoor fireplaces to be made of metal in addition to bricks and rocks.
